Right to health, child survival and indicators

Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health

In his preliminary report to the Commission on Human Rights (E/CN.4/2003/58), the Special Rapporteur observed that a State needed indicators and benchmarks if it was to monitor the progressive realization of the right to health.

In his first interim report to the General Assembly (A/58/427), the Special Rapporteur outlined a methodology for the use of indicators in relation to the right to health. In section IV of the present report, he experimentally applies this methodology to one vital element of the right to health: child survival.
